The Order of Engineers and Architects of Tripoli
The official platform that protects regulates and ensures the advancement of the engineering profession in Tripoli and North Lebanon, to have a constructive impact on the development, construction and social aspect of the country.
Letter of the president
The profession of engineering is not just a job; it is a contribution to the construction of the world as we know and as want it to be. Throughout history, countries and people were designed and built through the creation and innovation of its engineers and Architects.
The order of Engineers and Architects (OEA) of Tripoli was established pursuant to Law ratified by the Lebanese parliament in 22 of January 1951. The OEA is the only official body to regulate the profession of Engineers and it is sole authorized reference.
It is our duty to, collectively; ensure that this profession is on continuous advancement to have a positive impact on the development, construction and social aspect of the country.
Our mission is to give the professionals working under the umbrella of the OEA, the best environment to perform, the opportunity to excel and the protection to live in the dignity they deserve.
It is our determination to preserve and enforce this body that enabled the country, for decades, to support its community with a beehive of knowledge and professional support.

The Tripoli Syndicate consists of engineers registered in the North Lebanon Governorate and the Beirut Syndicate is composed of engineers registered in all parts of Lebanon.
Our Story
The Order of engineers and Architects (OEA) was established pursuant to Law ratified by the Lebanese parliament in 1951 aiming to regulate the profession of engineering in Lebanon. This mission was carried out by two syndicates, located in Beirut and Tripoli and they are considered as the only official reference and regulator for professionals licensed to practice engineering in the Country. The Tripoli Syndicate consists of engineers registered in the North Lebanon Governorate and the Beirut Syndicate is composed of engineers registered in all parts of Lebanon.
Ever since its establishments, the OEA is dedicated to represent, protect and promote the interest of the profession of engineering and its practitioners in the city of Tripoli. Over the years, the OEA has earned considerable credibility that made it one of the most reputable organizations offering the city a beehive of knowledge and qualified professionals.
Enforced by the trust of the city, the regulatory role of the order has extended and crystallized to include more services and responsibilities. Today, the OEA includes one of the biggest libraries of technical documents, directories, technical support and capacity building programs. It also plays the role of the arbitrator in dispute and most importantly the ultimate advocate for the rights and responsibilities of its members to ensure them a successful career and a decent retirement through its Pension Fund.
With the support of the law, the tireless effort of its members and the dedication of its board the OEA will continue in presenting, regulating and protecting the profession of engineers on the foundation of trust, integrity and consistency.

Our Mission Statements
- To Raise the profession of engineering and advance its scientific level to play its constructive role in fields of development, construction
and sociology. - To raise the profession of engineers and preserve their rights and moral and material interests and to ensure the moral duties of the
engineering profession and its dignity. - Seek to resolve disputes between engineers or between them and their customers.
- To oversee the discipline of engineers and take disciplinary measures against the engineers who violate the law of practicing the profession and the regulations of the Syndicate and the profession Ethics.
- To assist the needy and the infirm engineers or their families and exercise all the powers of the union in respect of the pension
fund established by law No. 11/64 dated 19 February 1964 and amended by Decree No. 9805 dated 4/5/1968. - To express an opinion on the draft laws and regulations related to the engineering profession at the request of the competent minister.
- To submit proposals on engineering curricula in the colleges and institutes of engineering in Lebanon.
- To provide suggestions on technical specifications, standard systems and general and model terms of works.
- To establish a center to collect and document information related to all activities of the engineering profession and materials used in
various fields of engineering and facilitate their development at the disposal of the willing. - To establish scientific libraries in the center of the syndicate or its branches, and activate, translate and publish engineering and scientific books and issue periodic and non-periodic publications.
- To conducting educational and training courses for engineers.
- To hold conferences, seminars, scientific and engineering lectures and participate in those inside and outside the Lebanese Republic.
- To participate to the Arab and international engineering organizations in all matters related to the profession.
- To express an opinion on the organization of auxiliary professions in the field of engineering at the request of the competent minister.
- To set a guide for the tariff and the collection of fee allowances.
- To create a self insurance formula.
- To establish private clubs, housing and consumer cooperatives for engineers and a mutual fund in accordance with the applicable laws.
- To carry out all work that achieves its stated objectives within the limits of the applicable laws and regulations.

Branches and associations
The Order of engineers and Architects have six professional branches that represent the various professions and engineering disciplines in accordance with the method of practice and jurisdiction. Every member should be part of a branch depending on is practice and specialization.
These branches fall with the following categories:
Category1: Consulting Engineers
This category consists of four professional branches and is affiliated to the engineers who practice the work of lessons, supervision and engineering consultancy in private offices or in engineering companies dealing with these activities only:
- The civil engineers branch - President: Dr. safwan Chahal
- The Architects branch - President: Eng. Wael Debs
- The electrical engineers branch: Dr. Mohamad Cheikh El Najarin
- The mechanical engineers branch: Eng. Zakaria Akl
All these branches are affiliated with the certificate holders of the relevant specialties and branches. [Meet the engineers]
Category 2: Engineers employed in the private and public sectors
This category consists of one branch only which is, as the name indicates, the engineers employed or assigned by the private and public sector. This branch is affiliated with the engineers’ employed or contracted in the state, the municipalities, independent interest, public and private institutions, privileged companies and private companies. Category 3: Agricultural engineers, contractors, commercial, financial and industrial stakeholders, and those of different specializations.
This category consists of one branch only which is, as the name indicates, the Agricultural engineers, contractors, commercial, financial and industrial stakeholders, of different specializations. This branch is affiliated with the agricultural engineers who are holders of certificates in the agricultural specialties whatever the way of their practice except the one of them who are state officials, or employees of the municipalities, independent interests and public and private institutions. The Branches responsibilities:
The main responsibility of the branches is to oversee the practices of the profession, specifically the professional issues related to each branch and its members to enable the order of engineers and architects to achieve its goals. In addition, the branches take care of the studies and the scientific issues assigned to it by the union council.
The Branches essentially play a consultative role in the OEA and all their decisions are not binding for the union council. Nevertheless, the council refers to the relevant branches to look into every initial case before presenting it to the commission of the delegates. Whenever the project is submitted, the branch study and discuss it internally within a month and include their comments for the consideration of the order.
It is worth mentioning that this categorization is mainly done for the sake of the specialization, nevertheless all members of the OAE are allowed to attend all the meetings and to contribute to all the researches without being able to have the right to vote.
Committees
Scientific Committee
In accordance with Article 48 of the Organization of Engineering Professions Act, the Council of the Bar shall establish the Scientific Committee, composed of nine members, to be selected by the Board of Trustees at its first session after the election of its Bureau and the scope of its work and responsibilities.
Each committee shall elect its own members directly after the first meeting after its establishment. Each committee has its agenda and reports and works to achieve them. However, temporary assignments of members from outside the Committee are permitted if necessary.
The mission of the basic scientific committee is to activate scientific research, give lectures, supervise the library, issue the journal of the union and assist researchers and prospectors, both literary and material, in agreement with the council of the union.

Financial Committee
In accordance with Article 49 of the Organization of Engineering Professions Act, the Council of the Bar establishes the Finance Committee and determines the scope of its work and responsibilities. The Treasurer shall be the Chairman of this Committee. In this capacity, he shall call for its meetings, prepare its agenda and organize its minutes and reports. The Committee shall take its decisions by the relative majority.
The main task of this committee is to regulate the union's finances and supervise all imports and expenses as determined by the council of the union. The Finance Committee shall submit its proposals regarding matters referred to it and shall be considered as advisory and non-binding.
Administrative Committee
In accordance with Article 50 of the Organization of Engineering Professions Act, the Council of the order establishes the Finance Committee and determines the scope of its work and responsibilities. The Secretary shall be the Chairman of this Committee. In this capacity, he shall call for its meetings, prepare its agenda and organize its minutes and reports.
The main task of this committee is to regulate the union's finances and supervise all imports and expenses as determined by the council of the union. The Finance Committee shall submit its proposals regarding matters referred to it and shall be considered as advisory and non-binding.
The scientific and cultural Associations
The OEA is fundamentally a platform of communal support that uses the collective effort of every member to enhance and advance the quality of life and professional experience of the whole union. This mandate is supported by the OEA organizational culture that promotes volunteering and encourages members to play a proactive supportive role.
Under the volunteering work of the members and In accordance with Article 52 of the Organization of Engineering Professions Act, optional scientific and cultural associations are established within the syndicate and they follow its internal law. The Council takes the decision to form those associations and determines their number, objectives and composition according to their defined objectives and terms of references. The Objectives of the associations
It establishes optional scientific and cultural associations within the order. The associations shall be formed by a decision of the Council of the union which determines the number, objectives and composition of the associations, based on the specialties and objectives according to the following:
- To develop the acquaintance between the members and work to strengthen the fellowship links between them, regardless of the manner of practicing the profession.
- To take care of the cultural, scientific and artistic aspects and to activate it by research, study and exploration by means of various means, such as lectures, seminars, bulletins, etc.
- Organizing training courses for graduate engineers to facilitate the initiation of their professional practices in the best of circumstances
- Organizing rehabilitation courses at home and abroad for engineers who wish to see each new engineering field.
- Provide suggestions to the Council of the Bar in all that is to promote the profession and upgrade.
The associations do not deal with administrative matters to practice the profession, which is the authority of the branches, but can submit any proposal to the Council of the Bar branches.
